Why UK businesses are looking offshore in 2026.
The UK technical hiring market is under structural pressure. Employer NI increases, wage inflation outpacing retainer rates, talent shortages in specialist roles, and the post-Brexit reduction in EU labour mobility have all converged. The maths on "hire more in the UK" has stopped working for most growing service businesses.
Employer NI is up
The 2025 Employer NI increase added roughly 2-3% to the loaded cost of every UK hire. For a service business with 30+ engineers, that's £80,000+ per year of additional cost with no productivity benefit.
Salary inflation
UK MSP engineer salaries are up 18-22% since 2022. Telecom NOC engineers are up similarly. Retainer pricing has not kept pace, compressing margin.
IR35 makes contracting harder
Off-payroll working rules effectively eliminate the contractor route for full-time, integrated roles. The choice is now: hire permanently (expensive) or hire offshore through EOR (compliant and ~50% cheaper).
Talent shortage in specialist roles
Cybersecurity, cloud engineering, senior NOC, and senior service-desk-manager roles are increasingly hard to fill in the UK. Offshore expands the pool by an order of magnitude.
UK-aligned, and risk-managed.
UK businesses operating offshore teams have legitimate compliance questions. Here's how Scaleshore's model addresses each one.
IR35 / Off-Payroll Working
Your Scaleshore-staffed team are not contractors. They are legally employed by Scaleshore as the EOR in their country of work. IR35 doesn't apply — there is no UK employment relationship to test, and no UK personal services company.
GDPR & Data Handling
All Scaleshore delivery countries operate to GDPR-equivalent standards. South Africa's POPIA is closely aligned. Data Processing Agreements are part of every customer contract. Cyber Essentials Plus certification on the delivery side.
UK VAT Treatment
EOR services to UK businesses are typically VAT-exempt (out of scope) as services rendered outside the UK. You receive a clean GBP invoice with no VAT to recover, simplifying your accounting.
Employment Liability
Scaleshore carries 100% of employment liability as the legal employer. Your UK entity has zero exposure to local labour law in our delivery countries. Indemnity insurance covers any operational failures.
Cyber Essentials Plus
Our SA delivery environment is Cyber Essentials Plus certified — the same standard required by UK government contracts. Particularly relevant for MSPs serving public-sector or financial clients.
Pension & NI
You pay no UK employer NI or pension contributions on offshore hires. The total UK-side cost is your Scaleshore invoice — predictable, in GBP, with no hidden employment costs.
Designed for UK operations.
Scaleshore maintains a UK contact point and a UK business presence specifically to make this corridor frictionless. Our typical UK partner engagement looks like
- UK-based commercial contact. Same time zone as you, same currency, same legal framework for the customer relationship.
- GBP pricing and invoicing. No currency conversion required on your side. Pricing is fixed in pounds.
- UK-style customer SLAs. We operate to your customer-facing SLA standards, not generic ones.
- UK Partner Week Silver Sponsor. We're embedded in the UK MSP and channel community.
- UK-based references. BDR Group (UK MSP) and SuperCharged Media (UK agency) are happy to speak with prospective partners.
What UK businesses ask, before they sign.
Is offshore hiring through Scaleshore IR35-compliant?
Yes. IR35 is the UK’s off-payroll working rules — it tests whether a contractor relationship is actually disguised employment. Your Scaleshore-staffed team are not contractors. They are legally employed by Scaleshore as their EOR in their country of work. There is no UK employment relationship to test, and no UK personal services company involved. IR35 does not apply.
How does VAT work on Scaleshore invoices?
EOR services delivered to UK businesses are typically VAT-exempt — they fall outside the UK VAT scope as services rendered abroad. You receive a clean GBP invoice with no VAT line. Your accounts team treats it as a foreign service expense. We can provide formal VAT confirmation for your finance team if required.
Can our offshore team work UK business hours?
Yes. South Africa is GMT+2 (or GMT+1 in BST), so we overlap with UK business hours fully. Your offshore team starts at 8-9am local SA time, which is 7-8am UK time. They work standard SA business hours, which align with UK business hours. For weekend or overnight coverage, we operate shift rotations or blend with our Philippines delivery hub.
Where is Scaleshore's UK presence?
We maintain a UK business address and contact point in London. Our UK contact handles commercial relationships with UK partners — discovery calls, contract negotiation, invoicing, and ongoing relationship management. Day-to-day operational management of your offshore team is led by our HR Business Partners in South Africa.
What happens if Brexit-related rules change?
They don’t affect us. Brexit primarily impacted EU labour mobility into the UK — it didn’t change the rules around UK businesses contracting services from third countries (South Africa, Philippines, India, etc.). Our model is unaffected by Brexit and would be unaffected by any future trade-deal changes between the UK and EU.
Can we visit our offshore team?
Yes — and many UK partners do. Our Cape Town office is open for partner visits. We can arrange office tours, team meetings, and city tours when you’re in town. Several of our UK partners run an annual on-site “team week” where their UK leadership flies out to meet their offshore team in person. We help coordinate.
